With what feels like a new report or campaign every week saying that we need to insulate Britain, it appears that the new Government, like its predecessors, are the only ones now who don’t ‘get it’. But even when they do, the evidence from other countries is that it takes time to build the infrastructure for retrofit, from advice to assessment, funding to delivery. So, what is already in place and how could we build on that when the Government sees the light?
